President Bill Clinton sent former President Jimmy Carter to Haiti in 1993 to negotiate with Raoul Cédras after a failed attempt to oust Cédras. Cédras had overthrown the democratically elected president Jean-Bertrand Aristide, in a 1991 coup and Carter, accompanied by retired General Colin Powell and Senator Sam Nunn (D-GA), conveyed Clinton's threat to invade unless the generals of the junta relinquished power. Cédras and his generals agreed to leave and US forces were sent in to assure that the agreement was enforced.
