I assume you're talking about a resting heart rate, though. If you've still got a heart rate of 42 after jogging or working out, then you should probably see a doctor.

Generally the answer is yes. Athletes for example tend to have slower heart rates than normal, and normal folks have slower heart rates than us old goats. The normal heart rate for adults is between 60-100 beats per minute. However, medications and certain conditions can raise and lower your normal pulse rate. Additionally, people who are very physically fit sometimes have a much lower resting heart rate. See your doctor to determine what a proper heart rate is for yourself personally.

if you are currently on a regular exercise regime then your heart rate can gradually be lowered but this will take a great amount of time and the training regime will need to be progressed and become harder. Lance Armstrong has won the tour de France 7 times running and his resting heart rate is 28! the average is 77!
