Cater believed that a fresh approach to foreign affairs would move America beyond the 'big power" rivalries of the Cold War era. What America needed, he thought, was a foreign policy that stressed democracy and human rights- in short the idealism of the United States. Cater went on to emphasized human rights in Latin America, he withdrew American support for the military Dictatorship in Chile, cut off aid to the repressive Somoza regime in Nicaragua, and encouraged the governments of Brazil and Argentina in their halting steps towards democracy. Cater also presented the Senate with a treaty that relinquished American control over the Panama Canal by the year 2000 and a second one that detailed American rights in the Canal Zone thereafter, which both passed by the Senate with a single vote.

That is a good question. It goes to what it means to be a Democrat. The arguments for and against same sex marriage are well known and easily available on the Internet and in other sources, but why does the Democratic Party support it? The Democratic Party has always been in favor of expanding the rights of citizens. They are supportive of the argument that there is a certain unfairness in denying citizens the right to marry and receive the legal benefits of marriage, while allowing same for other citizens. The issue of same sex marriage is difficult for many. But an adherence to the principles of freedom and liberty seem to suggest that government, at least, should not stand in the way. No one is asking religious organizations to violate their teachings and be forced to marry a same sex couple. But some religious organizations and certainly civic institutions empowered to marry are capable of performing these ceremonies without prejudice.

Jimmy Carter was a moderate Democrat. He was also very spiritual person, a devoted Christian who tried to live his belief that government had a duty to solve people's problems. He was especially concerned about human rights and wanted to take a strong foreign policy stand against countries with poor human rights records. Domestically, Mr. Carter was perceived as not very effective, even though today, some of his ideas (including his views on conservation and on energy independence) are regarded as ahead of their time. Many people liked him as a person but he was unwilling to play the political games necessary for moving his agenda forward, and he was thus not able to achieve many of the goals he set.
