fly to New Bark Town and make sure u have pokemons with surf, waterfall and strength on your team. surf out on the water and enter the kanto region (don't worry to much of finding kanto just surf to the other side). enter the cave and use waterfall to climb the waterfall. go out of the cave as soon as you reach the entrance. use surf again and folow the road 'til you reach a big house at the end of the road. enter the house and you will be in victory road.

How do you summon Lugia in Pokemon heartgold and SoulSilver?
You can't summon Lugia in HeartGold. You can summon Ho-oh by getting the rainbow feather, and the kimono girls will give you the bell. For SoulSilver, you need a silver wing from the radio tower. The director will give it to you, as well as a couple of other things. You'll also need a tidal bell, which you get after beating the 5 kimono girls (once you defeat Claire). The kimono girls will take you to the whirl island, and you go to the northeastern island to get to lugia. You have two chances at this, but always always always always always save. Don'tforget to save.
