If you turn the engine to TDC on the compression stroke, the distributor rotor will point at the terminal for #1.
Most distributors have a mark (usually a 1) on them under the cap to indicate the #1 position for the rotor to point at. The cap tower directly above the rotor point at this position is for the #1 spark plug.
The rotor inside the distributor should be pointing at the #1 spark plug.

If you don't have spark at the plugs, or at the distributor cap, the problem is probably a faulty ignition module. This is located under the distributor cap and ignition rotor. You need test equipment to check the coils, modules and pole pieces.

Remove all spark plugs and turn the engine over until the #1 piston is at top dead center (TDC) on the compression stroke. The rotor should be pointing at the #1 plug wire connection on the distributor cap. Rotate the distributor if necessary to line it up.

Is it a brand new distributor ? If not then replace the module and pick-up coil in the distributor that you have.
get the compression stroke up on the number 1 spark plug and look at the rotor inside the distributor cap to see if it points to the number 1 wire on the cap
