Perhaps the coolant temperature sensor isn't fucntioning properly, and not sending the proper temperature to trigger them. Sometimes the relay that controls them can go bad too. If you can, also try checking the ground points for the fan circuit.

Do they work when you turn the A/C or Defroster on? If so it could be temperature sensor If not it could be fuse
The superlative word of fans is most fans.
The cooling fans will run when there is a signal calling for them to come on. High temps will do that. Also anytime the ac is on, a fan will run. Try turning the ac off and see if one of the fans stop. Do this when the engine is cold. If the fans run anyway, check your fan relays, they may be stuck on.

If the cooling fan is turning slow on a vehicle then the motor is dying. The fans should be replaced in order to avoid an overheating issues that can arise in the engine.
There is prob a bad relay that's not triggering the fans to turn on.

Most cooling fans will stay on for a minute or so after turning off the car in warm weather. If they stay on past a minute or so, then there is a problem.
Your cooling fans are not coming on, or the clutch fan is bad.
the thermostat will make both fans become idle if it is not opening. this happened to me on my 95 3.1 lumina
