Maybe I am missing something, but I would try replacing the bulbs. There's a very good chance it will work, and it is inexpensive and easy to do (if it only needs a bulb). Hopefully, you don't have to replace the whole headlight and can just screw a replacement bulb into the back of your headlight. That's how it works on my Olds Cutlass Cierra.

Bad dimmer switch - it's on the turn signal lever. Not a hard job - just a pain in the ***. Have your local mechanic do it. The Chev dealer will way overcharge for this.

this is my question and I was wondering because the day lights and high beams work but as soon as the low beams are switched on the daylights shut off. this is my dad's van, trying to help him fix the problem.
Answer More than likely you have a short in your wiring harness. A bare wire rubbing against steel will cause a short. If you don't have the experience to find such a short, it's recommended that you take your car to a center that specializes in electrical wiring. They will find the problem a lot faster than a normal garage as they have special equipment to find shorts.
No, the 1994 has a hydraulic governer. The 1998 has a electrical governer.
If by "dim headlights" you mean low-beams... the bulbs are bad and must be replaced.

Remove the headlight switch and check it. You will probably find it and its plug melted.

Your high beams work but your low beams do not because the switch is broken that switches between high and low beams. Electrical switches wear out.
I'm not sure if it is the same on a 98 as an 04. But on an 04 there is a relay box under the hood that has a relay for high beams and a relay for low beams. On an 04, it is on the driver's side behind the battery. You can check the relay by popping it out and exchanging it with another one that is working. Hope this helps
If low beams do not work and the high beams of a Mitsubishi Eclipse do, it is probably due to a corroded connector. Simply clean the connector and add some petroleum jelly to the terminals.
