Often, human beings will make a promise and they really mean it at the time, but then they find out it's more difficult than they originally thought; or they just change their mind, usually because they didn't know how to follow through on what they promised. When this happens, they might avoid you, because they are ashamed for letting you down.

But also, sad to say, not everyone has good intentions. There are some people who promise to help because they think it makes them sound like a good person, but they never really intended to help in the first place. But while there are certainly some selfish people out there, most people really do have good intentions, and even if they don't always follow through, they may really have meant it at the time. Perhaps the people you asked are the wrong people (the ones who never intended to help); but at some other time, you may find that people do want to help, and you will be pleasantly surprised.
