Sounds 2 me like the Selector Shaft linkage for the Transmission needs 2 b ADJUSTED.
You shouldn't have to remove the airbag in order to replace the gas gauge light. The steering column is held up by a couple of retaining bolts. Remove these bolts and the steering column will lower enough that instrument panel will come out easier. The steering column won't drop to the floor when you do this but will hang in midair. If you have a tilt wheel, you might have to adjust the wheel tilt to allow the panel to come out easier. Don't forget to remove the steering column cover though.
There is a solonoid on the starter and the ignition switch is on the steering column.
Either the flasher or the turn signal switch is bad.
First thing to assess is the power steering fluid. More than likely you are low or empty and thus, the ability to be agile with the wheels has become difficult. secondly, if the first is not the problem, then i would assess the power steering pump. These do go out at about 45-60K miles on most American made cars. So, this could be the second thing to rule out. third is the rack and pinion, the steering column down to the axle and then out to the tires should be assessed for leaks, no compression, etc. Hopefully this helps you out.
Remove the dress plate under the steering column. There is a clip there for the shift indicator, if you shift on the column. There are two nuts on studs, one on each side of the column, remove these nuts, and the steering column will drop down. The switch is on top of the column just lower then the fastening bracket. Unplug the wiring, remove the screws that retain the switch, install new one and adjust. Put everything back together.
I was under the impression the switch was on the steering column about 18 inches from the floor. The lock assy is under the steering wheel.

You have to replace the entire steering column. It is not loose, the lock is broken on your column height adjuster.
A Caprice steering column can be replaced by another as long as it matches. It if comes from another Caprice of that year, it will fit properly.
