Why would a 95 Dodge Neon miss and backfire spit back through the carburetor when the engine is cold but runs ok after warmed up?

No '95 Neon should have a carburetor, if yours does then there's the problem.Seriously though its a throttle body injector and is controlled by your on-board computer.So many things can cause an OBD-II type system to go awry that it's a waste of time to try to guess what the problem is.More than likely its one of the dozen of sensor's you have that help regulate fuel.You need an OBDII compatible scanner to pull codes & diagnose the problem.Sorry to say but your best bet is a good repair shop.

Possible air lock in the heating pipes. Common after changing thermostat. look for a bleed screw on the heating pipes between the engine and interior, or loosen one of the heater pipes., after engine has warmed up. Run engine to dislodge trapped air.

Typically, failur to idle down on computer controlled engine is an indication that the computer doesn't know the engine has warmed up. I would start by checking the temperature sensor on the block. On the 460 it's near the top radiator hone on the intake. Note that for some years, there are 2 sensors, the other is for the dash guage. Starting problems when warmed up are also typical for a failed temp sensor, the computer is setting the fuel mixture rich because it thinks the engine is cold, the engine won't start well with rich fuel when it's already warm. After that..look for vacuum leaks..
