I would say only oil based since tar its self is oil based about you cannot paint latex on top of oil. Principles of Art 101.
not exactley i would scrap the tar off and then paint but it depends on how hard or gooey it is i would t\do while its goey otherwise it hardens and its a pain to get it off

There are all kinds of chemicals that can inter-react in a negative way. Best thing I would suggest doing is contacting the manufacturer of the tar paper and ask them what they suggest. If possible have them e-mail you their suggestion. it should arrive on their letter-head and would then make them responsible for any adverse reactions.

What kind of "tar" are you asking about? I'm sure you don't mean "Nicotine tar"....but there are many kinds of tar which are the byproduct of burning any substrate to the the point of melting it. Tar is the residue left behind after burning. "Coal tar", has the medicinal property of soothing eczema and other itchy skin rashes. It was the medicine of choice before Cortisone was discovered.

Unless you are pruning in somme kind of orchard, you don't ned tree paint. Most of them actually do more damage than good, Especially the black tar-like ones. The best thing you can do to a pruning wound is nothong.
I wouldn't paint them. The rugged look they have is good for a yard and I think they wouldn't take paint well. Some also still have tar on them.
