Here are your options, from cheapest to most expensive

Shaving - all you need is a razor and soap, but the downside is hair grows back thicker

Waxing- Lip waxes usually go from 5-8 dollars, depending on where you go. It last for a lil over a week to two weeks but you would have to wait for the hair to grow a bit before you get it waxed again

Hair depilatories - think nair for your face, its about the same price as a wax, but you get more in a bottle and it lasts longer. Just be careful if you have sensitive skin and remember to follow the instructions!

Bleaching- if you are light skinned you could try bleaching, but if the hair is kind of thick it would just look like a thick blonde moustache..If you want to try, I used to use Jolan Idk if they still sell it but i liked it prices are around 8 bucks for a small bottle. (well where I live..)

Laser surgery - permanent but pricey, I tried looking some prices up online but couldn't really find anything useful, youd have to go for a consulation but i wouldn't expect it to be under 500 heres a link about it if you have the money, talks about what happens side effects and so on:
