Sounds like steering column was damaged when stolen and locking pawl is bent or broken Dear Please help Contact your loacl GMC Dealer, They will be able to help a whole lot faster then anyone here can.
First... Read your owners manual - page 226 - Turn the ingnition switch to ON (do not start) and fully depress the accelerator pedal slowly 3 times within 10 seconds and then turn the ignition switch to OFF .
1. Close all doors2. Insert key into ignition3. Hold down the power UNLOCK button on the driver's door panel, continue to hold downuntil instructed to release in step 9.4. Perform steps 5 through 8 in a fairly rapid succession.5. Turn the ignition to the ON position (as far as you can go without starting the engine.)6. Turn the ignition to the OFF position.7. Turn the ignition to the ON position (as far as you can go without starting the engine.)8. Turn the ignition to the OFF position.9. Release the power UNLOCK button on the door panel. The vehicle should respond bydoor locks locking and unlocking automatically. (If locks do not cycle after you let go,not before you let go of the unlock button, then the vehicle has not entered programmingmode and you must start procedure over. Remove key from ignition, open drivers doorand return to step 1 ). If the locks do cycle automatically then proceed to step 10.10. Hold down the LOCK and UNLOCK buttons on the remote until the doors lock andunlock. This may take up to 30 seconds.11. Repeat step 10 NOW for each additional remote. (Including any existing remotes).12. Turn the ignition to the ON position to exit the programming mode.13. Test remote(s).
Ignition coils contain oil for cooling purposes. If your ignition coil has begun to leak it is only a matter of time before it fails. When it fails you won't be able to generate a spark to ignite the fuel in your engine. It would be best to replace your ignition coil now before it stops working.

96 Monte Carlos are equipped with GM PassKey 2 (the little chip you see in your key. Without that key, the car cannot be started. If someone tries to hot-wire the vehicle, not only will the computer not start the car but will also disable the starter and fuel injectors for thrre minutes before the car can be started again. To make a long answer short: Yes - this qualifies as an ignition immobilizer.

Try cycling the ignition key from the OFF position to the RUN position a few times if needed

If your vehicle has a remote starter, you must turn the ignition switch to the "on" position before you depress the brake pedal.
Put the key in the ignition cylinder, turn to the run position or key on ignition off position (right before you crank the vehicle, for all the ignorant people). As soon as you do that press the gas pedal 5 times within 5 seconds. You will see the light flash, then your all good in da hood fool
