1st take the seat off. then remove all bolts that are holding it in to place. it should be hard to remove at 1st but wiggle a bit and it will come off. You will have to find all the bolts holding it into place underneath the wheel well though
Remove the screw behind the seat that goes into the top of the rear fender. Lift the rear of the seat and pull straight back, away from the fuel tank. If there is a passenger grab strap, you can pull the seat through the strap or remove the strap.
Unplug the front fender tip light (if applicable on your Road King model) and loosen the nuts on the four allenhead screws that hold the fender to the fork sliders. Carefully remove the four screws while supporting the fender, then lift the fender up and out from between the fork sliders. To prevent scratches you might want to tape rags to the bottom of the fender, which is the widest part.

On the fender bracket behind the right hand panier. -That's 4 the rear. Mine is a 2002 FLHRCI and I believe it came optional. A friend has a 2001 FLHRC and the valve was located about 3 inches from the rear air valve. My friend purchased his new, however I believe it may have been after-market.

If it is the Comfort Flex Seat, raise seat to it's highest level, place 2x4 under front nose of seat to protect seat from slipping and crushing your hand. Unbolt the two bolts that hold a clamp of metal around cross tube above battery and oil tank. Remove plate from under tube by sliding it's tabs out of slots. Now unbolt rear seat bolts from rear fender. Take care lifting seat assembly to avoid scratching rear fender, frame and fuel tanks from the floppy under seat assembly.
