I also heard a whining noise on my 2003 Cavalier. It turned out that the plastic covers on the nuts that hold the hubcaps on had cracked after I had my tires rotated. It seems silly, but the whining stopped after the covers were replaced. My check engine light comes on after I pump gas at a different gas station than the one I usually go to, regardless of speed. It goes away after I drive for a few miles. That may not be the case for you, but it's worth noting.

IT SOUNDS LIKE IT COULD BE A BEARING IN ONE OF YOUR PULLEYS I WOULD TAKE THE BELT OFF and spin your pulleys ONE AT A TIME BY HAND AND SEE IF ANY OF THEM ARE HARD TO SPIN OR MAKE A NOISE WHEN YOU SPIN THEM REPLACE THEM IF THERE IS ANY DIFFUCULTY
