If it does not drive anything it could be an idler pulley.

It helps to know if you have a 2.2L or a 2.4L. I dont know how to do it on a 2.4L because I've never done it, but on the 2.2, here goes: You will need a long crowbar to move the tension pulley. Take a long pulley and wedge it in behind the tension pulley. The pulley moves towards the front of the car. If you are standing on the passenger side of your car looking at your engine, the pulley will be on your left (towards the firewall) about halfway down. It should be right below the power steering pulley. You will see a big round thing with an arm reaching off of it to a smaller pulley that the serpentine belt runs around. Stick the crowbar behind the tension pulley and move the pulley forward, loosening the tension on the serpentine belt. While holding the tension pulley forward, pull the belt off of the alternator. Let the tension pulley go slowly, dont let it spring back. It could damage more things. Now, just unbolt the three bolts on the alternator and unbolt the power cable, and the connector as well and wiggle the alternator out.

there is one blot that attaches tension pully to block this holds the whole configuration ,on not just the pulley. buy a new one and you will see how it is manufactured, u will then know exactly where the bolt is that holds it on
I don't know what car you are working on but usually there is a bolt that the pulley arm pivots on and another that will tighten and hold it in place. Look for that second bolt.

you need to find which pulley is the tension pully. this pully will move with a tool and allow the install of the belt.NOTE:if the belt came off, it is either streched and needs replacing,or one of the pulley wheels is damaged and needs replacing.usually this would be the tension pulley.
It's the one closest to the crankshaft pulley, or the front of the engine, the front of the truck. Assuming it's an inline engine, not a v.
