The fuel filter is part of the fuel pump. It is servicable, but you have to remove the fuel pump assembly (accessible from under the rear seat).
To remove the back seat in a 2000 Subaru Forester, start by locating the seat release mechanisms, which are typically found at the base of the seat. Pull the release levers or push the buttons to unlock the seat bottom, then lift it out of the clips holding it in place. To remove the rear seat in a 1998 Subaru Impreza sedan, start by locating the two bolts at the bottom of the seat cushion, typically found near the floor. Use a socket wrench to remove these bolts. Once the bolts are removed, lift the front of the seat cushion up and then pull it out towards the front of the vehicle. For the seatback, you may need to find and remove any additional bolts or clips securing it before lifting it out.
The rear seat is not designed to be removed. You can remove the center seat and slide the rear seat forward.

The rear seat isn't designed to be removed. If you have a center bench seat you can remove that by unclipping it, then slide the rear seat forward.
There isn't a floor anchor - it is on the roof of the hatch. Hope that helps.
