To replace the Power Steering belt on a 1996 Mazda Lantis, first, disconnect the negative battery terminal for safety. Loosen the tensioner bolt and the adjustment bolt on the power steering pump to relieve tension on the belt. Remove the old belt and install the new one, ensuring it fits properly on the pulleys. Finally, re-tension the belt, tighten the bolts, and reconnect the battery.
A blinking hold light on a 1996 Mazda Lantis typically indicates a problem with the transmission system. It may suggest that the vehicle is in "limp mode," where the transmission restricts its functionality to protect itself from further damage. It's advisable to check for any error codes using an OBD-II scanner and consult a mechanic for a thorough diagnosis and necessary repairs.

Mazda 626 frm 1996 doesn't have O2 sensors, have you ECU/PCM inspected, it might have a minor damage.
Take it out and put in a new one.......
It is a nonservicable part, just replace it.
You'll probably have to install a remanufactured steering rack unit. I'm not aware the boots are available as a separate part any more.
Spray oil on it through the door and it will stop.
it is inside of the gas tank, you have to drop gas tank.
