Should the electric fans on the radiator cycle on and off on a 1995 Plymouth Neon when the windshield defroster is turned on?

The fans will probably stay on while the defroster is on because the A/C compressor is running.

yes, because the a/c compressor in operating in the defrost mode.

Does using the defroster affect gas mileage?

Yes, it will decrease fuel mileage slightly. Reason being is that on all modern vehicles when the defroster is run the A/C compressor is also running. The compressor is driven by the engine and this extra load on the engine will require slightly more fuel. The benefit provided by the defroster far outweighs the slightly more fuel you will use.

You have a 2004 RAV4 and when using the defroster and heater water drips from the engine compartment as if the AC has been running The dealer said this was normal but you have never noticed this befor?

it is normal. when you use the defroster, the air conditioner is also working to help dry the air passing over the windshield. this moisture is condensed by the cool evaporator and drained through the floor of the car.

Will a heat pump compressor burn out if the circulation fan does not work?

If the fan outside is not running the compressor will overheat and if the fan inside the house is not running the compressor will get liquid refrigerant back to it and lock up! Neither is good for the compressor.

Why is fan loud when air or heat is on?

The electric fans used to cool the engine are designed to switch on to full speed when the air conditioner compressor is being used. When you turn on the heater/defroster the air conditioning compressor also turns on to help remove moisture from the air. Since both when heating or cooling your car the air conditioner compressor is working the fan will be running at high speed and makes more noise.
