It depends on what you are calling a "whining noise". If it's very loud sounding like screeching tires it could be a slipping belt. Otherwise it could be an alternator that is working too hard or perhaps failing. Have it checked at an auto parts store that has in-car diagnostic equipment.

Mine has done this twice, both times it was the pulleys in the front of the engine. It could also be the belts.
Possible its time to change those brake pads out. The whining noise is possibly the metal grinding to your rotor, which would cause your wheel to shake. Consider getting those rotors turned as well.
