The brake light switch is broken or out of adjustment.

Toyato never made Tercels. :P But the Toyota Tercel's brake light switch is located ON the brake pedal just above the viewable area.

To replace the brake light on a 1995 Toyota Tercel, first, open the trunk and remove the plastic cover or trim panel on the side where the brake light is located. Then, unscrew the brake light assembly, disconnect the wiring harness, and remove the old bulb by twisting it counterclockwise. Insert the new bulb, reconnect the wiring, reassemble the brake light housing, and finally test the new light to ensure it’s working properly.
More than likely, the stop pad has fallen or broken off.
Disconnecting the brake light switch requires crawling under the steering column of a vehicle. The brake switch is placed behind the brake pedal and the clip for the switch will be on top. Simply unplug it.

Two most probable possibilities immediately come to mind. To be checked out and eliminated first is that the brake light switch is not adjusted properly. The second would be that the brake light switch has become defective.j3h. check to see that brake pedal is releasing properly and not resting on brake light switch
