There is an electronic component attached to the outside of your transmission called the PNP (Park Neutral Position) switch. This switch prevents the car from being started while in drive position. There is also a shifter lock mechanism and computer that kicked in when you lost power. This set of components work together to protect the engine, transmission and anyone nearby or working on the car - so they don't get ran over.

The problem with the Gear Shift Leaver not shifting even when the pushbutton and the brake pedal are depressed indicated that there is a problem with the electronic throttle control system (ETC). The ETC sends messages to the On-board diagnostic computer (OBD) which does not permit the transmission lever to be moved. This problem can be corrected by going to your Local Toyota Dealer which has a hand held computer to correct the error in the ETC. The OBD computer may have to be reset to reset the ETC as well.
