Nobody has ever been there yet, and there's no planning going on to make it happen.

The farthest that people have ever gone from Earth was in an orbit around the Moon.

Mars will be at least 185 times farther away than that, and the first people who go

will probably also want to come back.

There many, many people planning on this right now!

Who was first to land on Mars?

When you say "who", we're not sure whether you're asking about the first person, the first successful launch, or the first nation. I'll address the question of the first person, and leave the other possibilities for other contributors. As far as has been announced and is known to the public, no nation has ever launched a manned mission to Mars yet, and no person has ever landed there.
