PAL and region coding are two different things.
PAL is a standard for encoding color signals and is the standard for Europe and other parts of the world. NTSC is a similar encoding standard and is used in North America as well as other regions. The two are not compatible so there is no guarantee that US content can be played on European equipment and vice versa.
Region codes are used in DVDs, Bluray discs and most game discs. The code identifies the origin of the disc and players will check the code to ensure that the player and the disc are from the same region. This is purely a commercial restriction to prevent discs from one region (North America for example) being distributed and used in other regions (like Europe).
A region free disc indicates that there is no region coed embedded into the disc and a region free player indicates that the player will ignore the region code on a disc and play the disc regardless of its origin. There are virtually no region free players available and although some players can be modified, this is likely to invalidate the warranty and in some cases, trying to modify it will simply stop the player operating at all.
Almost zero. The only difference is that the version tag will display a different region, and you will not be able to play games of the other region. There is no software or hardware difference, only a minuscule change to what can be read and what can't be read.
yah my xbox 360 plays PAL, but Nintendo games are not region-free generally.
as far as i know, ps3 is region free in all over the world.

PAL is the region. It applies to Australia and covers most of Asia, Africa, Australia, New Zeland and most of Western Europe.

PLA: both AND and OR gates are programmable. PAL: AND gates are programmable whereas OR gates are fixed.
NTSC and PAL are TV refresh rates and don't apply to computer monitors or handheld consoles. When used to describe DS games, it just means their region of release, NTSC region is the US, PAL is Europe, etc. However there's no difference in the video refresh rate for the different regions, and DS consoles are region free, so yes, you can play European games on a US DS, there's no problem.
i don't think so. UK is a pal region and us is a ntsc region. I've had a bad run in with that, i got a free game i had won from Nintendo. but since my wii is ntsc, and the free game was pal , the game i got would not work
