I wouldn't recommend it...coolant is NOT hydraulic fluid. Power Steering fluid is really cheap, and available at most grocery stores, walmarts, and auto part stores. If in a pinch, you could get away with using Transmission Fluid. It's a hydraulic fluid, too. In fact, some car manufacturers recommend certain transmission fluids, and not Power Steering fluid at all!
the power steering reservoir is located next to coolant expansion tank in the engine compartment.
It sits right on top of the power steering pump. Looking from in front of the engine, it is a screw on cap behind the coolant reservoir.

On an Audi A4, the power steering fluid reservoir is located in front of the coolant tank. It appears as a square-shaped black container with a green cap.

On a 1996 Ford Escort : The power steering fluid goes in the power steering fluid reservoir , at the front of the engine compartment , on the passenger side of the vehicle ( looking from the front of the vehicle it is the reservoir on the RIGHT) * With the 1.9 liter engine the reservoir on the left is the engine coolant reservoir and with the 1.8 liter engine the reservoir on the left is the windshield washer fluid reservoir , but with both engines the power steering fluid reservoir is the container to the RIGHT , looking from the FRONT of the vehicle
There are no coolant lines to a power steering system so the only two ways I can imagine water could get into it are from someone accidentaly putting water in the power steering fluid reservoir or a vehicle sitting idle for a long time with the cap off the reservoir and possibly no hood.
I was looking at a picture in the 2003 Mercury Grand Marquis Owner Guide and it shows the power steering fluid reservoir at the front of the engine compartment between the engine coolant reservoir and the engine air filter box
