Trace the seat belt back to the point that it is anchored in with a bolt and undo the bolt (using a ratchet is the easiest way due to not having much space) then raise the seat back to the uprght locked position and the seat belt should free itself.
My 2003 Ford Explorer mid seat retractable seat belt doesn't retrack,how do i fix it?
My drivers side shoulder retractable belt got confused. It thought it was up when it was down. We took the side panel off in the back seat and rewound the belt. We havn't had anymore problems with it so far and that was several months ago. As for the dinging bell, we had to take the glove box out and disconnect it. It got stuck and wouldn't shut off on its own.

To fix it I would recommed taking it to your nearest Ford/Lincold/Mercury dealership. If it is stuck forward however..... Where the belt should be in the driving position there is a screw, take it out. There is a manual override in there, turn it clockwise until you can move the belt to the proper position. Spyder

Most stuck seat belts are that way because of the inertial lock that is built in. On most models, there is a pin that is trippable on the side of the buckle. It should release the latch.
