Yes definitely it is necessary because when u crank the engine at that time ignition coil is in cold position so at that time complete 12 volts bypasses the ballast resistor but when u releases the key from cranking position so the key comes to the ignition position at that position 12 volt of battery goes through the resistor that may be approximately 9 volt because when engine starts the coil temperature

increases and there is no need of 12 volts
