Check a few different things #1 make sure your parking brake is released #2 look for mud or rocks stuck in the brake (you may need to remove the wheel and clean it) or # 3 see if the brake shoes or pads if disk brakes are worn out and need replacing.

There is like a scraping or Rubbing noise coming from the back of your Renault Clio 1997 when it is reversing or rolling back you do know what this is?

I don't know the Renault Clio but as a general rule I would examine the brakes first to see if the linings are rubbing when the wheel is rotated backwards. (This applies to disc or drum brakes.)
