I have never come across a 1999 Explorer that had a cabin air filter. I am looking at the Ford online service manual right now, and I don't see a listing for it, nor do I see a picture of it anywhere in the diagram. All indications are that vehicle never came equipped with one.
My 1999 Ford Explorer Does in deed have a cabin filter, it is located behind the glove compartment.
An 08 F150 Harley Edition does have a cabin air filter located on it. Furthermore, the F180 Harley Edition has a fuel filter located in the engine compartment.
Front of engine on the drivers side. under the engine block if it is a factory installed oil filter it is a white out of place object.

It is a 19mm nut located on the lower back side of the oil pan. The oil filter is in the front.
The cabin air filter in a 2010 Subaru Legacy Limited is located behind the glove compartment. To access it, you need to open the glove compartment, remove any contents, and then detach the glove compartment from its hinges by pressing in on the sides. Once the glove compartment is lowered, you can find the cabin air filter cover, which can be removed to replace the filter.

I don't think there is one. I just looked in the glovebox manual for my 2003 Limited and could find no mention of one
The only easy way is to use a high performance air filter like a K&N.
It is above and on the inboard side of the fuel tank.
I also can't mine either. I think it's in the gas tank. I followed the gas line from the gas tank to the motor and not filter.
