Daytime running lights (DRLs) may not work while other lights function due to a blown fuse specific to the DRL circuit, a faulty DRL relay, or a malfunctioning sensor that detects ambient light. Additionally, the problem could stem from issues with the wiring or connections dedicated to the DRLs. In some vehicles, DRLs can also be disabled through the vehicle's settings or may be affected by a malfunctioning control module.
the daytime running lites go out when you put the trans in park. they also go out when you depress the parking brake. i would start looking there.

There is a fuse for these lights. I would highly recommend not doing this as it is illegal.
Some makes of cars have their lights on all the time, usually if the manufacturer is Swedish, where daytime-running-lights (or DRL) are mandated by law. If you check the cars which have lights on during the day, you'll notice they'll be Volvo, Saab or some other Nordic manufacturer.
Check the daytime running lights module. This item was defective in some vehicles in the early 90's, and when it failed the result was lights that would not turn off or they would be very dim when the vehicle was running. You can check for recalls at the dealer.
If it's doing this while the vehicle is running, it would be because the daytime running light system of the Grand Am included the instrument panel lights. Prior to the daylight sensor becoming standard, on some GM products, only the headlights were part of the daytime running lights system, while on others, it included all the lights.
If the headlight that runs through the modulator first is out then the daytime running lights won't work. Change the bulb and the daytime lights should then work.

there is a number of things that could cause this. here are a few easy ones to check. is the e-brake fully disengaged. are the bulbs burnt out. is the wiring harness plugged into the daytime lights bulbs and in good condition. if these check out, you may have a fault in the daytime running light module.
