In order to acquire a driver's license or permit, you must provide the following:

• Valid ID (voting registry ID, passport or military service card)
• Proof of residence (utilities, phone or internet receipts)
• License's fee payment receipt
• Immigration document (FM3) in case you are a foreign national

Licenses cannot be provided to tourist foreigners. In case you need to drive in Mexico and you are a tourist, you can use your passport as ID.

First you must demonstrate/prove that you are a resident of Mexico. Each state in Mexico issues their own driving license, however all states recognize each others licenses.

Mexican citizens and legal residents must be at least age 18 in order to acquire the proper driving license, and those licenses must be renewed about every 3 years.
