It is bolted to the driver's side front of the engine bay right near the AC Dryer. There are two relays there one for the AC Clutch and one for the condenser fan.

it must be wired or accidentally...due to a short..connected up to battery.. It will usually go through sensors and some kind of timer and or controller,,you can check those as wel. check the AC fan control relay. just unplug and fan should stop. If it does swap with the cooling fan relay and see if problem moves with it. If so repalce the relay.
If you don't have power to your heater or ac fan, it could be a fuse or a relay. You should check your owner's manual to determine which fuse or relay affects your fan.
To check the fan relays on the 99 Malibu, you can swap the relay between the AC blower and the fan.
The condenser fan is more likely to run when the car is idling. So if it NEVER comes on when idling you definitely have a problem. If the condenser is not cooled, then your compressor could get overloaded. It may be a problem with a relay that is preventing the fan from running - or some other issue.
Check the thermal relay for the cooling fan.
Check the fan relay.
Check the fuse that controls the Fan first. If that's ok, then check the connections to the fan assembly.
first turn on the truck turn on ac if the fan doesnt turn then pull the harness and check for voltage if there is none check fuses and relays if there is then fan is bad
Check the fan relay, if it is good then replace the coolant temperature sensor, the AC circuit is separate but it does verify that the fan works.
check fan relay, fuses. jump power to fan. check freon level in a/c system.
