Yes. The opening of the penis is a type of tissue that can take in disease (i.e. STDs). The opening the the penis allows disease to enter the body and it can be transmitted as long as their is some type of seminal fluid exiting the penis. It is less likely for males to contract diseases because the opening is small unlike the vagnina that has a large area of tissue. * If a man does not produce semen even in the tiniest amounts during sex then he cannot pass on diseases that are passed through bodily fluids. However, as another contributer answered, you can still pass on other STD's that aren't internal. Are you confusing "sperm" with "semen?" HIV & stds do not "attach" themselves to sperm. If that was what you originally meant - even if a man is sertile or has had a vasectomy - he can pass on an std. If he isn't producing semen - he can pass on viral stds - herpes, HPV. I'm not sure about other types though.
