If you are looking for decorative plants, any number of "alpine" plants grow well in rocky soil. I grow edelweiss, echinacea, bee balm, several different mints, and hens & chicks (house leeks) in my area in less than perfect soil. And my favourite plant is nasturtium. these little guys thrive on neglect, and grow best in poor soil. They look good and you can eat the flowers and the leaves in salads, they have a crisp peppery taste and add fun to your plate.
If you are looking for herbs, the above mentioned echinacea, bee balm, mints and nasturiums as well as mellisa (lemon balm) hyssop, french tarragon, savory, thyme, oregano, and chives thive in my area as well.
