I wish this were true, but if it is, it's a regional thing -- and I doubt it's true. Of course, it could have been a sign in the 70s, but since I was only 7 in 1975, so I can't speak to that.
I'm a swinger, so I have contact with swingers around the world. I go to swinger resorts and meet couples from the UK, Brazil, Canada, Italy, and all over the US. I can tell you with certainty that there is no universal sign today that says, "I'm a swinger."

So far, the closest thing I've seen for a symbol is the Mars (Male) and Venus (female) symbols arraigned in fours (male, female, male, female) to represent a fourway. Given you'd have to be 10 years old to miss the meaning of this "symbol" most people wear it to swingers' parties, if anywhere. A shirt or some form of jewelry with MFMF (again, male, female, male, female) is supposedly occasionally worn by the indiscreet, but I've never actually seen anyone wear it -- but you can find such garbage at CafePress. I doubt anyone actually buys it.
