It does, if you take an ice cube and dip it in ice and let it sit on foil (or wax paper) it melts slowly. I tested this on regular ice cube and salt covered ice cube. The salt overed one melted about a minute less than the regular one.. Try it out! Adding salt rises the temperature to more than 100 degrees because of the added energy needed for the added impurities. It would have to take more heat to break the molecular bond of liquid to turn it to gas.

This also applies when adding salt to melt ice. While many may think otherwise, including salt in the melting process will slow it down. At 0 degrees, ice starts to melt, loosing its solid shape to liquid form. The presence of salt, adds to the molecular structure, creating more kinetic bonds, hence requiring more energy for the change of form, hence taking more time to melt.

Adding salt to water has various benefits such as producing taster pasta. However, putting salt in water does not make it boil faster, and by theory, will be much slower to boil. But considering the amount of salt added, the difference in time is hardly noticeable. Unless you plan to create the ocean in your kitchen, the amount of time it takes to boil water with salt in it hardly makes a difference. So in conclusion, no, water does not boil faster when you put salt in it.

Neither, they keep the same speed.

When a normal solid melts, and ice is as normal as anything else, the liquid portion grows and the solid portion shrinks, but the temperature remains the same. Since temperature is proportional to the kinetic energy of the particles in the system, the particles in the liquid portion and particles in the solid portion have the same temperature ans the same kinetic energy and hence the sames speed,

As more heat is applied and the melting is complete, temperature rises and kinetic energy of the molecules starts increasing again.
