37% HCl = { [ 37 (gHCl) / 100 (g sol'n) ] / 36.46 (gHCl/molHCl) } * 1,18 (g sol'n/mL sol'n) * 1000 (mL/L) = about 12 M HCl
To prepare V Litres of 10M sol'n you should dilute [10*V]/12 Litre of 37% HCl solution to the total volume of V. Be very carefull with this addition of water.
10M HCl indicates that the solution has a concentration of 10 moles per liter. To do this, it is necessary to add a ratio of 365 grams of HCl per liter of water.
Use the formula:
MaVa = MbVb where a is the original and b is what you are making. (M = molarity and V = volume)
36.46ml of HCL and make up to 100ml will give 10M solution of HCL
Dilute 10.0 mL of 1.00 M HCl sol'n by adding distilled water up to total volume of 1.00 L.

37% HCL equals to 12.18 M. So you can caculate 32% is 10.53 M. That means for preparing 1 L 1.5 M HCL, you need mix 142.45 mL 32% with 857.55 mL dH2O.
Depending if you want your % to be in volume and you have 100 mL then add 212.5mL to the HCl. If you want it by mass and you have 100g of HCl then add 212.5 g of water which is about 212.5 mL anyways. #swag
