The milk doesn't melt but it can boil. The boiling point of milk is lower that of water and so the boiling point of water is 100 degrees Celsius from that, you can say that if the milk has a lower boiling point it will definitely now boil in short period of time compared to the water.

Hot water boils faster than cold water because it is closer in temperature to the boiling point. The boiling point of water is 100oC. If we had hot water at 90oC and cold water at 20oC, then the hot one would reach the boiling point of 100oC faster, since it only has 10oC more to go adn less heat needs to be added.
ummm... hot water and hot water boil at the same rate...

The rate of boiling depends on a quantity called specific heat. The more is specific heat the more heat is required to raise the temperature by 1K.

Since milk has lesser specific heat than coke and water it boils faster.
