After you beat the elite four, you will be able to go to Kanto. Once your able to go to Cerulean City. If u go inside the gym there will be a Rocket Grunt. Talk to him he will go to the nugget bridge. Fight him there. Inside inside will be the part for the generator in the power plant. Bring it back to the power plant. Then go back to Cerulean City and fight through the trainers on the right of the nugget bridge. At the very end there should be Misty and a man. After short dialogue she will go back to her gym.
