In most quarters, Theodore (Teddy) Long, the current ECW General Manager, is generally considered to be the best of the current WWE General Managers. He has in the past served as Smackdown GM and was thought by many to be headed to Monday Night Raw as the successor to former GM William Regal.
As for the best WWE GM"s of the last 10 to 15 years, Eric Bischoff is generally accorded the status as the best of the GM's having served two separate terms as RAW GM and having been a key figure in the Monday Night Wars a few years ago between WCW and WWE. Running a close second and third respecively would be Stone Cold Steve Austin second, and Stephanie McMahon third. Each put their own distinctive marks on the company and were more than figureheads such as Jonathan Coachman was.
There are three prospective GM's fans may yet see in the future. "Nature Boy" Ric Flair, according to many sources both inside and outside of the company, is lobbying to be given the currently vacant RAW GM spot. If this is correct, Flair would be a solid force in the role and would definetly help spruce up RAW since it has been raided of it's top show status in the recent WWE Draft. Another potential GM on the horizon is Rowdy Roddy Piper. Piper has been rumored for years to be a potential writer for WWE and would make the perfect GM for a show like ECW. The final one is Michael Hayes. That's right - former Freebird Michael Hayes. Hayes has of late been the chief storywriter for SMACKDOWN and is a known favorite of WWE Insider Dusty Rhodes. Hayes could come into the position with relatively little difficulty and could retain his role as a storywriter.
Finally, don't rule out a return to RAW for Eric Bischoff. Word is that Bischoff is interested in coming back and has even proposed a plan to allow RAW to directly attack TNA Wrestling. The only drawback appears to be the fact that Vince McMahon still has some standing issues with Bischoff from his book. But if Vince is serious about wanting to "pep up" Monday Nights, a Bischoff return could be in the offing.

He used to be a referee for the westling (WWE)....and was a general manager for them.
