In the factories I have been in this is the normal case. As with any dealings with humans though, exceptions do arise. Supervisors and assigned technicians can also remove these lock out/ tag out units.
Care should be taken though as there is usually a reason why they are tagged out!
The best thing i can suggest is to keep it locked up when not in use in a drawer. it easier to do that with a laptop, but for a Desktop i would keep that in a room with a lock possibly a room without a window (if possible).

I figured it out. First lay the machine on its side with the stickers and air holes facing up. Then release the lock switches and remove one screw directly left of the power plug. Then the whole case(top,sides and face included) sllides forward and lifts up in one piece.
