Hate to break it to you, but you can't "spot reduce fat". In other words you don't have control over where you're going to lose fat when you exercise. Doing ab workouts will increase muscle tone in the area but won't decrease how much fat is there.
If you want to loose belly fat, your best bet is to do some cardio exercises but something like jumping jacks isn't as effective as running or swimming (assuming your not doing jumping jacks in the 100s). The good news is that if you tend to put on weight in your belly when you gain weight, it will probably be the first place you lose it when you begin to lose weight. But if you've always had a little bit of a belly, its likely your genes will keep you from changing that.
