The reason is nitrogen nucleophiles are more reactive than than oxygen nucleophilies, as nitrogens lone pair of electrons is not held as tightly as the oxygens hence the lone pair on nitrogen is more readilly available.

The NH2 group is a better leaving group than the OH group. Therefore the acetylation occurs on the NH2 group.
