Not sure what you are asking for, but if it is the definition of "poor", the World Bank poverty threshold is USD 1.25/day or USD 456/year - if you live on less than that, the World Bank considers you poor.
Most countries have their own definition, in USA "poor" means less than USD 11,000/year for a single person, while in India it's USD 244/year.

A very difficult question to answer. Money, cash the pound, dollar, euro, etc in your pocket is only a symbol. Certainly some have a bigger stack of this than others. However if everyone in the world had the same stack it would not amount to much. Ultimately it would mean nothing.
