Although many of the Schengen zone member countries are also members of the European Union, some European Union members (UK, Ireland) did not sign the Schengen Agreement. On the other hand, some non-EU countries are members of the Schengen zone (Iceland, Norway). The UK and Ireland are not part of the Schengen Zone.Switzerland, which belongs neither to the European Union nor to the European Economic Area, has been cooperating with the Schengen zone and began implementing Schengen rules on December 12, 2008.The European Commission approved on July 15, 2009 a decision to allow citizens of Macedonia, Montenegro, and Serbia entry to Schengen countries visa-free from January 1, 2010.Bulgaria, Cyprus, Liechtenstein, Romania which are part of the European Union have not yet implemented Schengen zone member rules.
Europe does not have a president. Europe consists of many different countries, some of which have presidents and some of which have other kinds of leaders like kings or queens. The European Union is an organisation which has 27 countries as members, which is just over half of the countries that are in Europe. In the European Union, none of the "Presidents" have any executive authority over member nations, and instead coordinate the policies of the EU itself.President of the European Council (EU)The first President of the newly-instituted European Council is Herman Van Rompuy from Belgium, appointed in December, 2009.President of the European Commission (EU)The President of the commission, the major policy body, is José Manuel Durão Barroso, who took office in October 2004 and was re-elected to a five-year term in 2009.President of the European Parliament (EU)This official presides over debate in the European Parliament, in the manner of Speakers of a congress. The current President, Jerzy Buzek, was elected in 2009 to a 2 1/2 year term.None of these can be considered to be presidents of Europe.
