Some cars are set up that way, where power will still be supplied to some systems (such as the radio and the power windows). Usually, it's either for three to five minutes after the ignition is shut off, or until the driver's side door is opened (whichever comes first). I believe GM kicked that off when vehicles started going to multiplexed electronics in the early 2000s.
That is just how the vehicle is wired, its not a defect, its a safety feature, the windows arent supposed to work, unless the ignition is on.

This may be caused by the ignition switch.
This will be because someone has changed the wiring configuration - The electric window relay should be energised via a switched 12v (either straight from the ignition switch or from ignition relay) to switch a bigger current to power all the windows. In this case someone has removed the relay coil 12v feed from the switched source and connected it to a permanant source (straight from the battery and not via any switches.) -Daz Ellerington.
The primary ignition coils should have at least 10 amps of power running through it. Generally, this is far less power than what flows through the secondary ignition coil.
it may not be you ignition relay, but your alternator.
