I would just burry the ground with a tab wire nut, there is no real worry in not ground such a small thing its only 120 volts but that's just me and I'm 16 so I guess I take different risks. You can email me @ sicksurfer1@comcast.net of you want to ground the wire to be safe though.

There will always be voltage to the ground wire, this is normal. The reason being is that the ground wire is bonded to the neutral terminal block back at the distribution panel. If you have a voltage reading to ground at the outside fixture with the switch in the on position then you have an open return neutral wire. This wire should be traced back from the light to the distribution panel. Check ever junction box that the circuit goes through and look for a loose or open white neutral wire. Closing the circuit where you find this fault will correct the problem.

Almost 100% certain a poor ground causes this problem. Open rear lamp, check for corrosion on connectors, and look for ground wire (connected nearby to the body) open the connection, clean it & re-connect, should do the trick.

I connect my wires to the fog lights connection, that way I had control from inside the car to turn them on or off.
