It occurs when Vbase rotio of both side of the Transformer is not the same as the Rated Voltge rotio.

OCTC means off circuit tap changer (off load tap changer) and OLTC means on load tap changer. in octc we can change the tap position while the transformer is in off condition only. we can not change the tap position of octc in charged condtion of the transformer. the tap position of octc can be change in deenrgise condion of transformer only means if you nwant to chang the tap position firstly you will have to deenrgise the power transformer then you can change the tap position of octc.while in oltc we can change the tap position of OLTC in charged condition of power transformer. Depending on the type of LTC, there may be different number of steps for this 20% range. Usually these are broken up evenly, so if you have 33 steps - up 16, down 16, and a nominal tap, each tap is 1/16th of 10 percent of nominal lowside voltage; in this case 187.5 volts.

When a transformer's load increases, the terminal voltage tends to fall. As there is a legal requirement for electricity supplies to remain within a certain tolerance of the rated nominal voltage (e.g. in UK residential voltages must remain within -6% and +10% of 230 V), it's necessary to slightly alter the turns ratio of the transformer when it's operating under load in order to maintain the required terminal voltage.
