It is a load on a three-phase system that produces unequal load currents in the three phases. The ideal load is always balanced, with equal currents in the 3 live wires.

In LV power distribution it is usually not possible to guarantee a balanced load except by aggregating up a lot of loads and hoping that the total load is reasonably balanced. Thus a street of houses will usually provide a reasonably balanced load on the three-phase supply even though each house is connected to only one phase.
