Fuses are triggered, or more correctly blown, when the current through them exceeds their preset limit. A short circuit would be one example, where you might see several hundred amperes in a 15 ampere circuit, but only for a short time, as the fuse would blow nearly instantly. An overload would be another example, where you might see 25 or 30 amperes in a 15 ampere circuit. It might take some time, seconds or minutes, depending on the overload time characteristics of the fuse because, in that case, the fuse is designed to allow short time overloads to allow motor startup.

It COULD be a blown fuse. Check the fuse panel. It COULD by a blown flasher unit. If the fuse is OK, change the flasher.

It could well be a fuse that has blown. But which fuse, is dependant on your vehicle, each car has its own fuse and wiring system.
By doing that you defeat the purpose of a fuse. The fuse is there to protect the wiring from an overload or short which could cause the wires to overheat and catch on fire. By replacing the fuse with a wire or fuse that is too large all the protection is gone and your car could catch on fire at any moment.
